They qualify since they've put out projects/acclaimed works in the 2010's.
they don't, they're clearly talking about the class of rappers that debuted/built their name in the 10's (krit, kendrick, cole, sean, drake, wiz, future, etc). those guys all debuted and built their name in the 00s

In that case it's big sean or ab soul then. It could be argued a lot of those guys built their names up during the late 2000's.:patrice::manny:

they really didn't, a few of them had their first "major" mixtape in 09, but all of them used the 10's to become household names and drop albums

and big sean as a better lyricist than kendrick :russ: some of yall just need to say you don't like Kendrick and KIM vs making outlandish statements. Soulo at his best was up there, but I can't give that label do a dude who fell off faster and with less output

I rock with Kendrick, but my definition of a lyricist might be different from others, he can 'rap' excellent but lyrically he's 'good', I wouldn't say he's great.

Perfect example is the control verse. Kendrick skated by on delivery even though Sean's verse was better lyrically.
