I remember reading this theme had to do more with legal stuff. I believe Keith talked about it very briefly. Thing with NXT is that most of the stuff doesn't have to go past legal before going to main, hence things like Ruby Riott getting the extra T when she went to SD.

With Vince getting more control of NXT this seems to have changed, example being the "Rex Steiner' situation.
