I believe the term "epicness" was used. It terms of epic yes without a shadow of a doubt winter soldier beats raid 2 easily just on the sheer scale, characters and most importantly budget to say anything contrary is just foolish

The Raid 2, Edge of Tomorrow, and John Wick were all better action movies than TWS.
And Guardians of the Galaxy was a more "exhilarating thrill ride".

The ONLY thing Winter Solder beats The Raid 2 is in BUDGET. Other than that... no. Not in story, not in characters, especially not in SCALE. The prison fight ALONE shyts on your favorite scene in Winter Soldier, and Winter Soldier is a dope movie, but it got NOTHING on The Raid 2. And this film, after watching it last night, is slightly better on an action film level.
