The idea that Chicago is a mess because leaders (who helped turn it into a mess) are in jail is laughable. Chicago is a carefully designed disaster zone. Poor people over packed in a handful of areas, no economic opportunity and lots of guns/drugs. Hoover being free or in jail has no impact on that, nor do these little nikkas give a fukk about an OG.
I'm actually from Chicago and locking up all the gang chiefs definitely had a negative impact (not just Hoover because he's been locked up since before I was born). But even during the interview, his son said he could still call shots from behind bars, but they put an end to that some years back where he has no communication to the outside world.
I'm not saying Chicago was peaceful back in the 80s and 90s. There were actually more murders back then, but it was more isolated to specific areas. If an innocent person was shot, it was likely a stray bullet. Not only does that happen now, but some of these nikkas out here killing just for the hell of it, running up on old people who were sitting on their porch and shyt.
There was a lot of other shyt that impacted the increased random violence in Chicago we see as well like tearing down the project buildings and displacing all those people through various neighborhoods, sometimes in rival areas. Plus the drugs got a lot of their minds all fukked up.
