like most other instances, this is just another joke/publicity stunt that'll mean absolutely nothing in a few days, at most.
The fact most media outlets are covering this is just sad too. (but hey - can't blast them because "free speech" and "freedom of the press")
Kanye won't even bother filing the paperwork for any state (because he's not seriously running for president). Therefore, the only thing that'll happen is that his rabid stans (if they care enough or are old enough to vote) will just write him in, just like they could have done every single election before. Except you have to actually file paperwork to have your vote count in 42 of those states....
Ralph Nader did it in 1992 during the NH primaries and got like 7k of votes from both parties. Extrapolate it though in 2020 and it's still tiny chunk change.
The people that would vote for Kanye are the same type of people that would have written in Harambe in 2016 or written in Kanye's name in 2016. No, he's not stealing votes from people who would've voted for Biden. No, there's not a drove of 100,000 "voters" in PA that love Kanye so much that they'd vote for Biden over him. These voters aren't converted voters, they're people already not interested in the process. Also - Kanye's not stealing the black vote so anyone in the press that thinks that way is spewing some racist nonsense.
So for Kanye to make a serious dent, he'd have to continuously tweet that he's running for president or at least have some news conferences stating his intent and policy (which he won't) between now and Election Day. There's a strong likelihood that the people who vote early are knowledgeable voters that aren't voting for Kanye.
So that just leaves Election Day. By then, the number of potential Biden-to-Kanye voters are slim to none. And even if there are, are they in states that truly matter? Probably not. So Kanye can really do this, but no one will pay attention or care enough because they know it's a joke.
