Kamala's parents literally met at a meeting of the Afro-American Association, where her dad was the featured speaker, and both of her parents became very heavily involved in the Black radical movements that birthed the Black Panthers, Black Studies, and Kwanzaa. When she was growing up and African-American became popularized, it definitely would have been used to refer to Black women born in America like her, regardless of their lineage. Most people didn't start splitting hairs over the term like that until the 2000s, and even then the hair-splitting was only in fringe circles. I doubt a single serious person had ever told her "You're not African-American because your dad is Jamaican" until she entered politics.
