I disagree with him that the show is wack...it's hilarious, but most of it IS in fact improvised.
It does come through occasionally. Notice how often characters repeat the same line that was just said to them. Larry : I like sick sex! Jeff : YOU LIKE SICK SEX?!?!?! Tell-tale sign of improv.
Doesn't hurt the show in my eyes, in fact, it's an undeniable strength. I could see how some might want a tighter script but I think that the characters play so well off of each other that it makes up for it. Also keep in mind, they have "episodic antagonist" quite often. Larry will almost always get into it with some doctor or cashier or someone he bumped into at a restaurant, or another celebrity, etc etc etc. These are usually one-off appearances. I think it makes sense to let the main cast just sort of play off the guest actors and vice-versa. It would be strange to write full-fledged dialog for those types of characters when you could just go off of the natural chemistry that the actors may or may not have.
As far as when it hits its stride and what have you, honestly, this show tends to just bleed into itself a lot. I have a hard time distinguishing when certain events happened. Yes, each season usually has one over-arching hook (Larry doing a play, Larry thinking he was adopted, Divorce season, Seinfeld season, etc), but episode to episode is usually just "a day in the life of a neurotic Jew". Having said that, I think that most Coli brehs would cite the introduction of "The Blacks" as a high-point, particularly Leon as played by JB Smooth.
