Romans didn't see race as a thing by the time the empire was created. Emperors were very multicultural. I think the fall had more to do not with accepting non romanized people, because the Byzantines did that moreso than the West due to their location, but location and money, they prioritized the east and the west was ignored. The west having not many great money generating forces had to sub contract out armies and this is what fukked them over because they no longer had a monopoly of violence and force in their own region.
