Of course it is.this is a musical
Probably made to be that way in order to give her a role. Or perhaps it was a way to get Joaquin to sign onto doing a sequel given his past experience with "Walk the Line".
Or perhaps both.
Because nothing about the original Joker suggested or necessitated that the sequel be a musical.

She was excellent in house of gucci and even appeared sexy and attractive in it. When I think she a goofie from on goofie'n eem goofie lame type time. If she get gangsta as she got in house of gucci. She could be carried easy by Phoenix. The problem is she is not attractive enough.

I don't think the director or Phoenix were going to do a movie that was just a carbon copy of the first one. They both want to do things that are challenging.
