We’re people really expecting much out of Jeff though? And should they have?Hasn't Cena himself said as much? They had a heel turn ready to go around the time Jeff was on top, if I got my timelines right. Now Cena obviously wouldn't call Jeff out, but I could see Vince and them halting any planned turn once they saw that the only guy who could have taken Cena's place at the time was pretty much doomed.
So yeah. Blame Jeff.
Like I_Q said, dude was pushing merch (outselling even Cena at one point) and getting crazy pops. He was loved by pretty much every segment of the fanbase unlike Cena at the time, Vince adored him, and he even had some crossover appeal. Dude ticked all the right boxes. All of Raw's best heels either need at least another year or so to cook and develop before they're really ready for a top spot (Elias), they've already been messed up by booking (KO, Corbin), don't have much potential (Jinder, also Corbin?), or are currently faces (Braun).Raw doesnt have any strong heels....a few are heel- lite but Raw needs 2-3 SKRONG heels to elevate the faces on the show. I still think Roman should be the number 1 candidate but Cena is a go to
