Honest question(s), is what we're looking at in those photos "sexual harassment/misconduct" or "inappropriate touching"? Are those the same?

because while a child that joe does not know personally and posing for a picture is there even time to communicate hey stop it, and the pressure too while parents being politicians too.
i would not call it innapropriate behavior because that can infer just one instance, I would at least categorize it as a consistenly innopropriate personality.
But if we are using official terms like the one you suggested I'm not really sure.
