According to this article, Roof wasn’t charged with Domestic Terrorism because there actually isn’t a federal statute for it on the books.

So this didn't start out as an attack on the store but with some sort of initial altercation between the two alleged suspects and a Detective in a nearby graveyard?


Then after killing the detective, fled to a nearby store and barricaded themselves inside, and eventually killed the people inside the store?

If i'm reading this correctly, there's nothing here that indicates "targeted attack", but a hostage/barricade situation that went left, which was precipitated by the initial contact between the alleged suspects and the Detective, whatever the hell that was about.
