I saw some video (in comments of the twitter post above) of him pre-match with the crowd, his entrance, and he would hold his stomach rib area when getting in the ring or on the ropes.

Seems like he was not well going in or something.

Didn't do much of anything during the match, leaves like he does after the hot tag (and he fukking spikes himself doing that)...but he didn't look high or in no condition to perform.

Very odd stuff from Jeff. Not gonna assume drugs/alcohol until more information comes available that would lead in that direction. As others have said, he seems more burned out than anything.
