Roc a fella was nowhere near as big as they would become at that time, I think that's part of it and also they dropped in the same year as Mary J Blige, Erykah Badu, Usher, Boyz II Men, Janet Jackson, k-ci & jo jo and a bunch of other established R&B acts. Tough year to make a break as new artists in that genre.
