Outsourcing is partly how Japan got into this mess. Its not really contributing to healthier birth rates. Outsourcing is how you can get away with paying your in house employees less. They already have a ton of outsourcing especially with Korea & China.
Japan is not trying to spend money period. The simple answer is they need to spend more money on couples and get people to have sex. That's why they had that whole alcohol initiative but they still don't want to spend money on quality of life. Its gonna happen in the US as well cause wages are not rising fast enough but people here still love to fukk.

Japan should be looked at as a cautionary tale. All the issues they’re facing are already prevalent in the US and UK. Can’t expect people to have several kids when the cost of living is growing at an unsustainable rate 
The key word in my response was " solution oriented mindset". Notice I said nothing in my post about raising birth rates, that is not the solution given the requirements of their unique society. (No more babies, no immigrants)
When I speak of outsourcing, I speak of a repurposing it as a tool just like any other tool. Think of a hammer, a hammer can be used as a weapon to bludgeon someone, but that same Hammer can also be used to build something up with nails. I'm speaking of outsourcing as the second option.
Yes I agree, traditionally outsourcing was used to bludgeon the native population of a country by seeking cheap labor abroad, therefore leaving the native populace bereft of work. Rather than doing this, I'm suggesting making up for these babies who are not being born by simply sending their jobs to the other people thus, the native population is not harmed by the outsourcing in my suggestion , and the society as a whole benefits by keeping the economic benefit of that job. Most of the value of an outsourced worker flows back to the host county. For example, Facebook engineering employees in Kenya are paying for your social security benefits, most of the value of their work is being rerouted back to America.
I know it's not one-to-one, but the simplest way I can explain it is to say that somewhere in Japan; there is an old person at a factory who retires, but there is nobody else to do his job within the nation, there is no young person coming to replace him but ideally the society would like to still capture the economic value of that job. My solution allows that.
Also, keep in mind that birth rates are not an inherently good thing in and of themselves, but they are needed for a utilitarian purpose such as propping up the nation's economy, GDP, and growth prospects . Furthermore young people can take care of elderly. You can bypass the childrearing problem entirely by dealing with the utilitarian problems that high birth rates were supposed to be solving.
