Absolutely not - not even close actually.
I have family down in Jamaica it’s still extremely dangerous if you don’t know people and you’re away from the resorts.
Theres also still not enough jobs/industries for the people outside of tourism and the closest thing they have to a middle class is mostly people who made money/investments outside of Jamaica and get to live relatively comfortable. It’s an extremely unequal society still but getting “better” I guess
