I think the residuals from all their work keeps them afloat. until they get their big break. However, C list actors werent making much money in the 90s for real. If anything I bet her recent stuff is where most of her money comes from. Her sister got into producing because thats where the money is at.

Besides acting she's also a producer and director. I saw her name in the credits as director for a recent 911 episode. The smart ones understand this and transition/add to their skill set. That behind the scenes money is where a lot of them eat good. It's the same with musicians who write/produce.
