Why not just give out your number to chicks and have them hit you up the next day? If she contacts you, then she's truly interested. If not, then you saved the time of even trying to finesse a chick that wasn't interested anyway.
Seems simple enough. And if a woman is truly interested, then all the "text waiting game" is inconsequential. This only helps if the dude had to work for the number and doesn't want to come across as extra thirsty. But its damn near impossible to come off thirsty if the chick is the one blowing your phone up.
And don't let a chick give you the "I don't call/text first" line. If a chick is really interested after meeting you, then she will hit you up.
