Gangs that became the BDs and P Stones were getting government grants for community centers, mentorship, etc.

Not to mention, the extreme violence mostly didn't happen until heroin was introduced into the community and the gangs became drug enterprises. Who introduced the heroin? ...The Italian Mafia.

I think there are aspects of this history that also happened in LA, black people were moving to LA and the midwestern cities around that same time, and black families were being placed in segregated areas where different gangs already existed, and racial tensions were high. Both Watts/LA & Chicago had huge race riots in those days. These were those west side story type of gangs at the time, not murderous drug enterprises.
