Who wins is based upon the popular vote. You clearly do not understand that a national election is actually 50 separate State elections. Each State's electoral vote goes to the candidate that got the most votes (the popular vote) in that State's election.

Pennsylvania, Wisconsin and Michigan are not swing States, which is why people know that Trump was involved in some illegal crap in those State's individual elections. He should not have been able to get those electoral votes, because those States poll decidedly Democratic. People would have also known something was wrong if a Democratic candidate won Alabama, Arkansas or South Carolina.
