Unfortunately there's no such thing as going to war with cacs and "being as cold blooded" as they are because the rest of us (meaning the vast majority of people) don't even have the tools to operate like them. WE don't have Apache helicopters, rocket launchers or nukes to neutralize the threat.
We don't even have the luxury of exercising self-defense, hence why that riverboat captain was charged with assault despite being attacked first and simply defending himself.
