Like others have said, Cena turning heel would probably be the only thing and even then that probably won’t keep them up for long. Cena also way too busy with his movies so he probably wouldn’t even show up weekly.
Mike Tyson was the initial catalyst for WWF in 98. Hogan turning heel in 96 was WCWs boost. There’s nothing like those two at that time for what went down.
It’d have to be something on that level and I don’t think there’s anything that would associate themselves with wrestling to get that kinda ratings jump.

If some psycho started cappin people in the stands and then the Rock or some wrestler stops him with their finishing move. Even after having people shown to be literally dead, you'd still have people on the internet calling them 'crisis actors' or whatever. Whichever wrestler stopped the shooter would become a god instantly.
