The only ones that come to mind are some villains from One Piece.


There's a recently introduced villain who, as a scientist, kidnapped random innocent children and experimented on them by giving them drugs disguised as candy and as result they turn into giants, become addicted and suffer from sever withdrawal symptoms. All this is used as an excuse to tell the children they have an illness so he can keep them imprisoned and continue to experiment on them. He also takes gravely injured individuals, 'saves' them by combining them with animal parts and has them worship him as a savior, only to kill them once they are useless or use them to test a lethal weapon.

There's also a royal family that treats nearly everyone as slaves. Have them chained up, ride them like horses, brand them, have their dogs piss on them and when they get tired of them they shoot them...and nobody can do anything about it because if anyone retaliates they can call on one of the strongest forces in the world to fukk everything up.

I think Envy,Kimblee,Pride,and Father were much more evil than dude. Wrath (Bradley) was more of a sociapath following orders that Father orchestrated centruries ago,he really didn't care either way about his order he was void of emotion for the most part but to have some redeeming quality in that he did at least care for his wife.

Kimblee enjoyed killing innocent children, he enjoyed the screams of his victims, the war was like paradise for him he was almost Joker level sick.

Envy enjoyed wrecking lives and killing it brought him pleasure all in all he was was worst off than Bradley, since he directly caused the war.
Pride and Father had 0 value of life all of Wrath's orders came from them anyway.
