Exactly what I was going to say. People seem to be indifferent. He can be funny, but he's pretty bland overall...but he seems to trying to follow Rock's Blueprint too hard.
Rock has more personality than Cena in his eyebrow and then the whole racial ambiguity thing works wonders for Rock.
