And not releasing any current music is nothing to do with it - it’s a legacy act performance at this point as people want to hear the classics. What did Dre have released when he did it with Em, 50 and them? Only reason Dre got it that year was because it was in LA. Rihanna hadn’t released an album for 7 years when she did it last year.

Wayne definitely should’ve got it - whoever says he’s not relevant is talking shyt. Any rapper currently popping has been influenced by him some capacity. Kendrick himself is a Wayne stan:
