call all armed forces from across all borders and make them stand guard in normally highly daemon infested areas until all of the irresponisble individuals are located and taken into custody along with the drugs and guns put there by the previous government leaders which will be disposed of

put the people into a work force were they are required to make food/clothes and build homes for the poor followed by a strict rehab program for their mental stability until they serve their time then they are free to join the community only after they have a few years worth of proper education and further evalution to assure they havent sworn allegience to become full fledged demons
