12 months let's start with 12 hours

anyway the problem is the neighborhoods are too individualistic and lonely, if someone is getting shot cause of a drug deal gone bad outside your house but you can't do anything that means the neighborhood is already too fragmented

anyway the only real way to solve this is to track people going in and out of areas / places and become a super surveillance state

as far as the motivation to murder, I dunno. You have crimes of passion and I don't know how you can control that besides raising people with the values to not kill their spouses (lol). You have economic crimes and that can be handled but never completely sorted out.

I do think the problem of addicts robbing people can be almost cleared out if you're serious about detox though... but again then you have issues of forcing someone to detox, what if it doesn't work, etc.

There's a study Ive read that says around 1% of phd grads ever get arrested for a crime in their entire lifetime. I'd simply put a gun to your head and make you study until you earned a phd. Muahaha

it's impossible, you could have the most draconian big brother system, eradicate all drugs, alcohol, guns and knives, force everyone to get phd's and you'll still have murders. amongst 400 million people you're bound to have anything from a lovers quarrel gone bad to some unhinged nut case looking for "revenge" or thrills. all human beings are capable of murder it just takes the right combination of mindset and situation for us to do it and with that much people it's statistically impossible that there won't be people with that right combination even within a year. nothing to do with demonic it's just humanity.
