It's legitimately the worst costume of the last 10 years I thinkI can't get over how bad Captains costume looked in this in comparison to the one he wore in his first movie.
Also, in the case of that specific clip it's not the "HD Quality," it's that the uploader artificially sped up the frame rate so it's gonna look even worse. It creates this unnatural ghosting and the soap opera effect that just makes everything shytty and smeared.

they didn't go overboard with CGI and mainly used it where they had to but stuck with the practical effects making the film look almost 10 years later
That's the problem with CGI now. Like, the quality is objectively better than 20 years ago in every way, but because it's so advanced now studios can go completely overboard with shyt and it all winds up looking faker than the old stuff. Like with Jurassic World.
As much as I love Civil War, it's a really ugly movie visually because of the bad CGI.

This, this, this. The scene posted by the OP runs 60fps which creates the fake soap opera effect. It's the same reason why 48fps came and went with the Hobbit trilogy because it only amplifies the feeling that you are watching actors on a soundstage.
