I'm re-watching The Wire, and noticed every cop gets better but Herc. Is Herc the worst TV cop ever? This nikka Herc staying fukking up. Herc fukked Bubs and Randy's life up.

If Herc had intervened in the situation with that foul motherfukker, Bubs never would have gone to the old heads for the rat poison, Sharrod never would have sniffed the rat poison, and Bubs never would have got clean.
Bubs owes Herc big time.

No, Prez was a fukking Munson...Mr. Can't Get Right...yea they wrote him as having a good heart with the kids in season 4, but seasons 1-3 prove he was a walking clusterfukk of danger to his friends and innocent people

He at least got removed from the force, and became a respectable character in season 4 as a teacher. Herc was a scumbag loser all five seasons.
Bubbles doesn't kill a kid, he doesn't ever get clean. He needed to bottom out. It's a very libertarian view of the social contract, actually. Bubbles can never bottom out while he has the support of the state. It gives him just enough to sustain him. As soon as the state evaporates (Herc bails on him), Bubbles has no choice but to fend for himself, to initially disastrous consequences. Bubbles survives this temporary period, learns to be self sufficient and thrives. Randian stuff from David Simon, here.
