OP said "ever". Do you know what "ever" means? Drake isn't the only rapper that had a run. However, Snoop has been a household name since the 90's with no sign of slowing down. All the cats that had those monster runs from Lil Jon, Nelly, Ja Rule, etc face card ain't as good as Snoop's is even to this day. So sure, right now you could probably say Drake is the most popular rapper out, but historically nobody has taken their brand as a rapper worldwide and across generations like Snoop.
