Both races do it but we certainly do it a lot less. We still hand out a shyt ton of candy though.
With families that go all out, they'll legit plan the decorating all year. Save up money for it. Those tall figurines don't come cheap at all. Many folks, though? It's recycled. Same decorations every time they just add a little here or there. It's hard to gauge it because it's only once a year.
Tl;dr decorating is a big deal for some. Not so for others. Last year I took some kids out and like 3 stops were handing jello shots out for the adults! I had one that was LIQ-OUR. That shyt was kicking! Good times. Good memories!

It’s mostly income bracket based. I live in a pretty high income bracket community and more people decorate for holidays than don’t, including the black folks.
I have a pretty unique setup for my decorations. Not expensive but nobody else around here decorates like me so it’s memorable.
Plus if you do it right you just build on it year over year. It’s not expensive to buy one or two things a year. Just go get it when it’s on sale and use it the following season.

I went to a house last night, was one of the better decorated in my area, not the best, but up there, and it was 3 young bros handing out candy. Maybe late teens, early 20's. This house is huge, and had a 8 foot skeleton. Giant. Anyways long story short, easily the best haul from any house. They gave my daughter like 5 full sized chocolate bars knowing damn well I'm eating those. Like Mr Big. Caramilk. Aero. Massive box of Smarties(Canadian). I'm super curious who owns that house. They gave me over $10 in chocolate bars.
