What are we evaluating here(in ring, popularity, cultural relevance.etc) and is it only within WWE or wrestling in general?
Either way I would agree Cody is in the top 5, but I would say anybody who holds the highest title and is propped to be the face of the biggest promotion in the world would automatically be in the Top 5.
Personally I think his face character is great as a underdog, but bland as a champion. I think once he turns heel it's going to be really something special.
