My theory is that Heyman has been temporarily decommissioned so that another bloodline member from the Anoai family joins, perhaps Zilla or other dude.
The OG bloodline will have a slight upperhand until Sami Zayn gets taken out. That's when Paul will return.
Paul will conspire with the Samoan werewolf and turn on Solo to be his own man.
The Rock will comeback and join the new bloodline to help them fight the new bloodline. The numbers will even out by then and Jacob Fatu vs Bron Breakker will be a real match.
