This just seems like a case of not finding out who a guy is before booking him, because somebody apparently suggested him. Like I said if you Goggle him the 3rd thing that popped up is shlak nazi. Considering his background he just seems like a guy you would avoid booking if you have some affiliation with WWE anyway.

He was so TV ready that they just slapped him into the Rebellion in the big guy/enforcer role
