The thing about Howard is he totally doesn't get hip hop music or culture. Though he often cites that he grew up in a black neighborhood, it was in the 60's, long before the creation of rap music.
So I don't think he has respected their artistry, or even seen what rappers do as art. He's said as much, that it's just talking over music (though to be fair, when he heard Bubba The Love Sponge's awful raps, he recognized there are good rappers and bad ones).
However, I do think the Jay-Z interview was a bit of a turning point for him in that regard, and I think it was more to do with the book, which demonstrated how rap lyrics are more like poetry than anything else.
