Depends on the person and his/her character IMO
Like i have no problem with a guy like immortal technique using it, cause he knows his history and knows he's part black... but i have a problem with latinos who doesn't except the fact that they are part black themselves

I honestly haven't had a big problem with the mexicans using it as much because the ones we grew up with got called nikka so much it almost because natural... I mean they hung, lived, went to school with all us nikkas so they were basically considered one as well.

I'm naturally vulgar, but my daddy always said it with him and his friends/brothers in my life growing up. My mom is Mexican and hates any iteration of that word, because some of her side of the family used ni66er to describe my dad. So she know they low key say it to describe me. So even saying nikka ain't coo with her.
But I had my own crew growing up, and if my Detroit peoples know about working at Fairlane mall with other black people in their early 20s, they know that ignorance be reigning

Puerto Ricans and Dominicans in New York were reffering to themseves as n1ggaz back in the 1950s. I remember growing up in NY in the 80s and my PR and DR friends callin eachother n1gga.

this old head on my block back in the day said if you've never been called it by a racist white person in your life then you probably shouldn't use the word at all. I've been mistakened for being back by dumb ass white people before and my pops actually did get called a ****** more than a few times back in the day. my pops looked like samuel L jackson 
anyway, I realized I shouldn't be saying it when I heard a few cousins and shyt saying it amongst themselves in the burbs without a black person in sight within miles. then I moved to a white neighborhood and saw how ridiculous white people looked saying it and I figured I should just stop. It was harder than I thought it would be.

It's not so much the fact that they use it because many latino's are also black but it's the fact that they use it more than actual black people. 
And when you call them out on it, they'll be like "We all nikkas"
