Jess is saying born women (females with female reproductive organs) are the only humans who can give birth and have periods (correct). The lgtbquuvx3 twitter fingers are saying cis women ( humans with biological female reproductive organs) aren't the only ones who can have periods (they are correct).

Only females can have a period. Why do you think there was a campaign to get women to hate the word "female"? It was so they can make asinine arguments stating cis women are not the only ones who have a period. See, if the responses were, only females can have a period, they have no means of arguing against them.
