He wants to come back. He's literally telling Vince and Khan to make him offers. He's going to be working for WWE again for the Fox Sports show. He has said more than once he'd like a Taker/Brock schedule. He's said the hard feelings and bad blood with WWE/Vince/HHH are cleared up. This isn't really the same as 2014-2018 where he wouldn't even talk about wrestling and if he did it was nothing but vitriol and hate.
