The FBI let him run wild and continue his mob unit in boston as long as as the feds could lock up what they considered to be more pressing criminal elements.

over time, Bulger started thinking he was invincible and "smarter" than everyone since he always got away with it.

Theres no way for him to lose all this money, be always paying settlements and money laundering punishments and never go down.
