I'm riding with the theory that he's a "Whitey Bulger" figure who intelligence agencies have used as a high level snitch given all of his associations with mafia figures and international criminal syndicates who was allowed to perpetuate his fraud as long as the government turned a blind eye to his overt, consistent, and rampant abuse. As little as white collar criminals get prosecuted, people have done way less than Trump even before his political aspirations and got way more criminal liability. EVERYONE around this guy has links to foreign intelligence or transnational mafias from the Italian mafia in the 80s to the Russian mafia in the late 90s.
