Yes it is. Anything can be a race. It's a nonsense system where the rules can change at the drop of a hat and have been doing so for centuries.

It's very arbitrary to magically stop Latinos from being a race when the existing racial groups are nonsense too.

We got whole races based on religion. Others based on continental origin. Of course we got ourselves and the original cacs based on skin tone . Two people from the same ethnic group can be a different race based solely on what country they reside in.
