the booking doesn't make too much of a difference IMO. they had shytty booking for most of those years, but it's not like WWE's booking is any better in 2021.
As a fan I would like to say yes but the company was founded like a regional promotion and it never really was able to grow naturally.
they tried to fast track their success and look for the next big thing that could lead them to a pay day instead of building their stars and their promotion.

They've basically been on life support for the last 3 years.Dixie fukked up bad bringing in Hogan/Bischoff and later on secretly bringing back Russo which ended up getting them kicked off of Spike. Spike was a great home for them and they haven’t gotten on a big network since. Also had that mass exodus of talent from 2013-2017 from the likes of Styles, Joe, Sting, Angle, Roode, Hardy’s, etc. They’re doing alright now but they’re clearly still feeling the effects of the mess that was made in the early 2010s.

Pac & Hall could've been used as a simple one off, but in what world were the Nasty Boys and Bubba The Cuck necessary???Pre-Hogan AJ was finally being booked as the face of the company and then Hogan comes in and they turn AJ heel they redo the HHH/Flair pairing
X-Division was doing great and they basically bushed that.
I honestly could go on & on but TNA was doing so good but once I saw the Nasty Boys, Bubba The Love Sponge, Sean Morley, X-Pac & Scott Hall on Jan 4, I knew that shyt was doomed.
I mean they would be number two for sure, but not on the level of the WWE. While Impact always been low key the superior product, the fact remains that WWE will always be the household name. Even during the "Cross the Line" days, they really weren't considered a threat despite fans leaning towards TNA.
