Rogers is an idealist. That 30s American idealist, anti-establishment idealism. He's loyal to no government or organizations that explicitly exploit or oppress people. His creators literally designed as a response to Nazism and genocide. Mind you, Cap was fighting Nazis before real world America was.

Rogers spent some of his first missions on mixed teams fighting nazis. Mixed by race and gender. He's one of the few humans and among the first in marvel canon to be worthy of Mjolnir. And according to the Judgement storyline, Rogers feels guilty for the current state of America and how it fails to live up to his ideals. What racist feel guilty for America being racist?
