One of the pillars of antisemitism is the belief that Jews control the world, and they do control it by exploiting others or are the "real" rulers behind countries.
Propaganda throughout the centuries has depicted Jews in a particular way, usually with big hooks noses (with or without curly hair or religious dress), controlling others (e.g. with puppet strings, or standing behind people), and sometimes as animals (snakes, rats).

So an image that depicts lots of people with hooked noses, sitting on the backs of others and exploiting them, is classic antisemitic imagery.
