Bolt decided to run his last race off the juice.
I don't think he was ever juiced. His career followed a natural progression. His times got slower as he aged.
He blew up at 22 years old. His peak was at 23 in 2009. Its normal for an athlete to hit their physical peak at that age. He was still dominant at 26 years old in 2012 though his times weren't as good as when he was young. Then in 2016 he showed considerable slowing down at 30 years old last year when he won the Gold in Rio. And today at almost 31 years old he showed he was mortal and old age got him as a young 21 year old on the come up beat him.
