When some one freely elects Liability, they are in fact saying that not only are they good if something happens to the vehicle, but they are knowingly not really that worried if something happens to the car.

Is that not the case for her? When she had the car and maybe things changed, did she still not get full coverage?

My take is that since she's 23 she chose liability because it's cheaper than full coverage would be at that age. I could imagine that a lot of single moms at that age don't have full coverage or no insurance at all. People don't expect these type of things to happen & we all hope for the best but like I said, lesson learned on her part.
