Allowing the pivot essentially allows a third step.

Hakeem took two steps after picking up his dribble, then utilized his (left) pivot foot..slow the video down and count if you can't see it.
Wade took two steps after picking up his dribble, then utilized his (left) pivot foot
Hakeem took zero steps after he picked up his dribble. He gathered the ball with BOTH feet in the air, landed on his right, and kept it on the ground until he shot.
Wade gathered the ball in the air, went right-left-right before stopping, pivoting away and shooting.
Your last dribble isn't where you pick your dribble up. It's the moment you can't legally dribble any longer.
