People shaking your hand after using the bathroom that you gotta monitor their hand washing? Or you telling them, "follow me, we going to the bathroom so you can wash your hands before you shake mine"? 
Oh no, that's obvious. But I'm talking when I'm outside and nowhere near a place to wash my hands. I usually use it after i ride the subway if I had to touch those filthy poles.

I been stopping fukking with Hand Sanitizer when I just started smoking weed about 4 years ago when a Breh put me on to the dangers of that shyt since he saw me with some in my "mask the smell" kit since I realized you could still smell my fingers.
Being in the construction field and having to deal with greasy machines all the time I keep this shyt in my car and a bottle in my bag, but this wouldn't be practical for some folk not willing to go the extra mile.
The sand granules help scour alot of the film and particles you gather from every day use compared to just straight up soap or sanitizer which as the vid says, adds that chemical that fukks up ya hand dna, making it more susceptible.
