Why haven't the first world countries that offer aid offered Haiti any ideas for designing their island to better handle their hurricane problem?

The Japanese have buildings designed to try to withstand earthquakes and tsunamis.

We could send them all the fukking money in the world it's not going to resolve their problem because guess what? They'll be hit by another hurricane or earthquake.

I dont wish it hitting anyone hard as a category 5 but its just amazing Haiti shares the same island with DR but Haitians always getting the bad luck. They cursed for real man. Its a shame it cant hit Iran or Mongolia. SMH.
