I'd have him team with "Gigolo" Jimmy Del Ray to form a better version of the Heavenly Bodies tag-team. I'd book the Heavenly Bodies to go over the Steiners, Money Inc. and the Headshrinkers. They'd be the most dominant tag-team in the business and huge babyfaces.
The only formidable team that could stop them would be a team comprising of the WWF Champion (Bret Hart) and IC Champion (Razor Ramon). Leading up to the big tag-team match (taking place at Survivor Series), they'd have two huge singles matches. The first being Gigolo vs. Razor for the IC title and the other being Barry Harowitz vs. Bret for the WWF title.
Gigolo beats Razor clean in their match and ends up winning the IC title. During the Bret/Horowitz match, Razor comes down to distract the referee while Horowitz has Bret rolled up. Gigolo comes out to help out & ends up brawling with Razor. Horowitz gets distracted by the fighting and Bret rolls him up for the win. Barry is livid
During their big tag match at Survivor Series, Gigolo has the match won. He's about to pin Razor again, but Barry puts the beats to the Gigolo. Mega heat, brehs. They continue to feud throughout the Rumble, teasing that they sorted out their problems at the Rumble only for Horowitz to double cross Gigolo again and eliminate him from the Rumble.
This sets up their big match at Wrestlemania: BARRY HOROWITZ VS. "THE GIGOLO" JIMMY DEL RAY FOR THE IC TITLE

I would book Barry Horowitz as a transitional IC champ during 1995-1996 New Generation Era when Barry was at his peak. So I would follow a current storyline during that time period for this to make sense, during the Survivor Series in 1995 Razor Ramon embarked on a fued with 123 Kid and joined Ted Diabetes. I would book Barry strong for the next few months following that and have him get a #1 contender match against Goldust at the Royal Rumble. On the following Raw we would have Barry turn heel and join the million dollar corporation. This would culminate at the February edition of IN your House and we would have 123 Kid help Barry beat Razor Ramon.
